DGMA Circular 39 brings all 12 schemes into one document and raises the payout for almost every one of them, in some cases nearly tripling the amount. This guide explains each SWFS Welfare Schemes in plain language: what it covers, how much you get, who qualifies, and how to claim it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One rule applies across all schemes: <strong>the new, higher amount only applies if the event happened on or after that scheme&#8217;s effective date.<\/strong> If the event happened earlier, the older amount applies instead. Pending claims are also processed under the revised rules, subject to the effective-date conditions of the relevant scheme. It is registered as a Society and a Charitable Trust, and does not itself belong to the Government. These benefits are provided at SWFS&#8217;s discretion, and doubtful, disputed or exceptional cases may be reviewed individually by its Committee of Management.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Compensation_Under_Your_Employment_Agreement_SEA\"><\/span><strong>Compensation Under Your Employment Agreement (SEA)<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">SWFS benefits are separate from \u2014 and in addition to \u2014 the death and disability compensation you&#8217;re entitled to under your own <strong>Seafarers&#8217; Employment Agreement (SEA)<\/strong>. Affected seafarers, or their legal heirs in the event of death, can claim this compensation as per the SEA&#8217;s terms. Such claims should be routed through the <a href=\"https:\/\/www.indosearch.in\/rpsl\/\">registered RPSL agency<\/a> that recruited the seafarer.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It&#8217;s the RPSL agency&#8217;s responsibility to coordinate with the shipowner and the vessel&#8217;s Protection &amp; Indemnity (P&amp;I) Club to pay compensation as specified in the SEA, or in the applicable <a href=\"https:\/\/www.indosearch.in\/learn\/collective-bargaining-agreement-explained-for-seafarers\/\">Collective Bargaining Agreement (CBA)<\/a> if the CBA is incorporated by reference into the SEA.<\/li>\n\n\n\n<li>Before signing your SEA, check that it clearly states the death and disability compensation amount \u2014 or clearly refers to the applicable <a href=\"https:\/\/www.indosearch.in\/learn\/collective-bargaining-agreement-explained-for-seafarers\/\">CBA <\/a>\u2014 just as your salary and other benefits are specified.<\/li>\n\n\n\n<li>If the amount is missing or unclear, ask your <a href=\"https:\/\/www.indosearch.in\/rpsl\/\">RPSL agency<\/a> to correct it before you join the vessel. Without this, the P&amp;I Club or shipowner may pay a lower amount based on whatever limited provisions exist \u2014 many families have faced hardship in the past for exactly this reason.<\/li>\n\n\n\n<li>If an <a href=\"https:\/\/www.indosearch.in\/rpsl\/\">RPSL agency<\/a> fails to meet its compensation obligations or otherwise breaks the rules, DGMA can suspend or cancel its licence and invoke its bank guarantee.<\/li>\n\n\n\n<li>Important: <em>money <\/em><a href=\"https:\/\/dgma.gov.in\/\" target=\"_blank\" rel=\"noopener\"><em>DGMA <\/em><\/a><em>recovers by invoking an RPSL agency&#8217;s bank guarantee is a regulatory penalty \u2014 it is not automatically paid to the seafarer or their family as compensation.<\/em><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_12_SWFS_Welfare_Schemes\"><\/span><strong>The 12 SWFS Welfare Schemes<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"1_Survivor_Benefit_Scheme_SBS\"><\/span>1.
