A single fixed crew of 5 nautical seafarers covers every Category A high-speed craft operating at Port Blair and in the Indian offshore region up to the Exclusive Economic Zone, regardless of how large or small the craft actually is. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you operate a fast ferry, a catamaran, or any other Category A high-speed craft on that route, Annexure G-7 is the table that decides its Minimum Safe Manning Document (MSMD), and it works nothing like the Gross Tonnage tables covering every other vessel type in this circular.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This guide closes out<a href=\"https:\/\/www.indosearch.in\/learn\/minimum-safe-manning-requirements\/\"> our series on minimum safe manning requirements for Indian flag vessels<\/a>, which maps every annexure in DGMA Circular No. 54 of 2025, and it is also the final annexure in the circular itself. Category A high-speed craft is the term the<a href=\"https:\/\/www.imo.org\/en\/ourwork\/safety\/pages\/hsc.aspx\" target=\"_blank\" rel=\"noopener\"> IMO&#8217;s International Code of Safety for High-Speed Craft<\/a>, generally known as the HSC Code, uses for fast catamarans, planing monohulls, hydrofoils, and similar vessels built for speeds well beyond a conventional displacement ship. In India, these are mostly fast passenger ferries, and Annexure G-7 specifically applies to those operating at Port Blair and across the Indian offshore region, up to the Exclusive Economic Zone.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Makes_a_Craft_%E2%80%9CHigh-Speed%E2%80%9D_Under_the_HSC_Code\"><\/span>What Makes a Craft &#8220;High-Speed&#8221; Under the HSC Code?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The HSC Code, adopted by the IMO in 1994 and revised in 2000, defines a high-speed craft using a formula rather than a simple speed figure: a craft capable of a maximum speed, in metres per second, equal to or exceeding 3.7 times the one-sixth power of its displacement volume in cubic metres. In practical terms, that formula sets a lower speed threshold for smaller craft and a higher one for larger craft, which is why a wide range of catamarans, monohulls, and hydrofoils of different sizes can all fall inside the same &#8220;high-speed craft&#8221; definition despite very different top speeds.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Is_the_Difference_Between_Category_A_and_Category_B_High-Speed_Craft\"><\/span>What Is the Difference Between Category A and Category B High-Speed Craft?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The HSC Code splits high-speed passenger craft into two categories. Category A craft operate on routes where evacuation and rescue can realistically happen within a limited time, generally meaning shorter, more predictable routes closer to a place of refuge, and they are built to a correspondingly lighter safety standard than Category B. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Category B craft cover routes that do not meet that rescue-time test, and they carry a higher level of built-in safety as a result, since the vessel itself, rather than external rescue, needs to keep everyone safe for longer. Every other passenger and cargo scale in this circular carries at least one chief officer or mate as a fixed requirement. Annexure G-7 lists a mate position with a number of seafarers of 0, meaning the role simply is not required at all. The bridge team runs on a master and a 2nd mate or NWKO instead, skipping the middle rank entirely. A high-speed craft does not scale the same way.
