Unlike the MEO courses, DGMA specifies exact teaching hours for each subject here.

That last point is worth pausing on. Annexures I, II and III describe their content in broad topic lists without saying how many hours go where. Annexure IV doesn’t. It gives a fixed hour count for every one of its eight subjects, which makes this the most precisely documented syllabus of the four. We’ll show the full breakdown below.

This course sits alongside the MEO Class-IV Preparatory Course as one of the two brand new mandatory courses DGMA introduced, rather than a revision of something that already existed. It runs throughout the course, with a minimum of two hours of supervised lab time every working day, directly linked to whatever theory was taught that same day.

The practical curriculum covers:

Electrical measurements and interpretation of electrical drawings

Insulation resistance and continuity testing

Testing and maintenance of motors, generators, transformers and switchgear

VFD parameter setting and switchboard operations

PLC familiarisation and programming

GMDSS power supply testing and VDR testing

High-voltage safety demonstrations

Fault diagnosis of deck machinery and reefer electrical systems

Electronic circuit testing and soldering techniques

CEMS calibration and fault diagnosis using lab equipment or simulators

One detail worth knowing if you’re comparing institutes: where it isn’t practical to demonstrate something on real equipment, MTIs are permitted to use AI-enabled visual demonstrations, virtual simulations or instructional videos instead. That’s a reasonable allowance for equipment that’s expensive or hazardous to run live, like high-voltage switching, but it does mean two institutes teaching the same subject can offer genuinely different hands-on exposure. It’s worth asking directly how much of the practical component is done on live equipment versus simulation before you enrol.

How Should Candidates Prepare for the ETO Oral Exam?

Since the syllabus already reserves 8 hours specifically for exam preparation, candidates get a head start most other engineering CoC exams don’t offer. A few ways to make the most of it:

Treat the mock oral sessions as the real thing. They’re built into the course precisely so nerves and gaps show up before the actual exam, not during it.

Push your instructor on troubleshooting scenarios, since fault-finding discussion is explicitly part of the exam-prep block, not an optional extra.

Cross-reference your practical logbook against the written syllabus. If your institute leaned heavily on simulation for a topic like high-voltage switching, flag it early and ask for supervised access to live equipment where possible.

Revisit cybersecurity and OT topics even if your last ship had basic automation. These are recent additions, and examiners tend to test newer syllabus content more deliberately than legacy topics.

Where Can Candidates Take the ETO Course?

Only a DGMA-approved Maritime Training Institute holding approval for the ETO course specifically can run it, separate from general MEO course approval. Given how much of this syllabus depends on lab equipment, simulators and high-voltage demonstration gear, institute quality matters more here than for a purely classroom-based course. It’s worth understanding how DGMA now inspects and monitors approved training institutes before choosing where to enrol and cross-checking against the list of DGMA-approved maritime training courses.

Frequently Asked Questions

How many contact hours does the ETO preparatory course cover, and how are they split?

120 contact hours across eight subjects: Marine Electrical Engineering (28), Marine Electronics (16), Automation and Control Engineering (18), High Voltage Technology (12), Instrumentation and Control Systems (10), Electrical Maintenance and Troubleshooting (18), Shipboard Safety and Regulations (10), and Written and Oral Examination Preparation (8).

Is the ETO preparatory course under the same STCW regulation as MEO Class-IV?

No. ETO sits under Regulation III/6 and Section A-III/6, which specifically covers Electro-Technical Officers.
