The circular revises the existing implementation procedure of the scheme and introduces a more structured approach to the medical assessment of seafarers seeking assistance. It aims to ensure a uniform and transparent medical assessment process by involving DGMA-approved doctors in the evaluation of eligible applicants under the scheme.

What are the Updated Rules and Regulations for the Medical Support Scheme under DGMA Circular 56 of 2026?

DGMA Circular 52 of 2026 has introduced numerous guidelines to regulate the medical support scheme. Here is what every Indian seafarer should know:

1. Applicants seeking financial support for critical or terminal illnesses must undergo medical evaluation strictly by a listed DGMA-approved doctor to obtain a valid Medical Assessment Report.

2. Any consultation charges incurred by the applicant from a doctor who is not approved by the DGMA, shall not be eligible for reimbursement.

3. The DGMA-approved doctors must assess the seafarer’s medical condition and issue a duly signed and sealed Medical Assessment Report ordinarily on the same day or within three working days.

Consultation charges incurred from any doctor or medical practitioner not included in the circular’s official approved list will be strictly ineligible for reimbursement.

4. The applicant must pay the consultation charges to the DGMA-approved doctor. The Seafarers’ Welfare Fund Society will reimburse the medical consultation fee paid to the doctor up to a maximum limit of ₹500 per application.

5. To claim reimbursement, applicants must submit:

Medical assessment report issued by the DGMA-approved doctor along with the doctor’s seal and signature.

Original consultation bill/invoice which includes the name and address of the DGMA-approved doctor, seafarer name, CDC number, date of consultation, fee charged, and the doctor’s seal.

6. The DGMA-approved doctor should keep and maintain the consultation record of the applicant up to five years and should produce the same to SWFS whenever required.

7. All reimbursement claims for consultation charges must be formally submitted to SWFS within one month from the date of the consultation.

8. SWFS should verify the consultation reimbursement claim before approving it and it can ask for document verification, telephonic verification or any other verification as it may deem fit.

9. If the applicant submit forged or fradulents documents, SWFS can cancel the reimbursement claim and take appropriate action against such applicant.

Who can apply for the DGMA Medical Support Scheme?

The DGMA medical support scheme is strictly intended for Indian seafarers who hold a valid Indian Continuous Discharge Certificate (CDC). To qualify, active seafarers of any age must have completed at least six months of cumulative sea service within the preceding five years through an Indian shipping company or an approved Recruitment and Placement Services License (RPSL) agency. For seafarers over 50 years of age or retired seafarers, they must have completed a minimum of six months of sea service after turning 50. Additionally, the applicant must be diagnosed with a critical or terminal illness listed by the Insurance Regulatory and Development Authority of India (IRDAI), verified through a valid medical assessment. The scheme does not extend to family members, and the financial assistance can only be claimed once in a lifetime.

What is the Importance of the DGMA Medical Support Scheme?

The Directorate General of Maritime Administration (DGMA) medical support scheme provides vital financial protection and social safety to Indian seafarers facing severe health crises.
