The DGMA-approved bunker supplier list is the official register of companies cleared to supply marine fuel to ships at Indian ports. DGMA (Directorate General of Maritime Administration) issues the registration, but the Indian Register of Shipping carries out the audits behind it. A ship manager checks this list before fixing any bunkering call in India.
If you have ever tried to confirm whether a bunker supplier’s paperwork is genuine before a stem, you already know the pain point. A supplier can quote a great price, send a slick PDF, and still not hold a valid registration. This guide walks through where the list comes from and how a company earns a spot on it and shares the full register so you can check a name in seconds instead of chasing emails.
Why Does DGMA Approve Bunker Suppliers in India?
MARPOL Annex VI Regulation 18 requires every bunker delivery to come with a bunker delivery. Note that records fuel quality and quantity. India backs that rule with a registration system. Only a company holding a valid DGMA bunker supplier certificate can legally supply marine fuel to foreign-going vessels calling at Indian ports.
This matters more than most shore-side paperwork because a ship caught receiving fuel from an unregistered supplier can face detention under Port State Control. That is a costly delay nobody wants, and it is the exact scenario this registration system exists to prevent.
The rule also protects buyers from short deliveries and fuel that fails ISO 8217 specifications. A registered supplier has already proven it can store, sample, and document fuel correctly. An unregistered one has proven nothing.
How Does a Bunker Supplier Get DGMA Approval?
A company cannot simply announce itself as a bunker supplier and start pumping fuel. The process runs through a defined chain of survey, recommendation, and certification.
- Apply to DGMA. The company submits proof of storage infrastructure, a fuel sampling arrangement, and a plan for issuing Bunker Delivery Notes.
- IRS conducts the interim audit. The Indian Register of Shipping surveys the supplier’s facilities and bunkering operation on the ground.
- Interim certificate is issued. A six-month interim registration lets the supplier demonstrate real bunkering operations while it finishes its quality management system.
- QMS gets implemented. The supplier rolls out an ISO 9001 quality system covering storage, blending, and delivery.
- IRS conducts the full verification survey. This checks the completed QMS against actual practice, not just paperwork.
- DGMA issues the full-term certificate. Once IRS recommends approval, DGMA grants a certificate valid for up to five years.
- Annual surveillance audits keep it valid. The certificate lapses if the supplier skips its yearly audit within three months of the anniversary date.
A closer look at the eligibility rules for bunker supplier registration in India is worth reading if your company is going through this process itself, since it breaks down the documentation each stage needs.
Is There a Difference Between an Interim and a Full-Term Bunker Supplier Certificate?
Yes, and the difference changes how much scrutiny a buyer should apply.
| Feature | Interim Certificate | Full-Term Certificate |
|---|---|---|
| Validity | Up to 6 months | Up to 5 years |
| Issued after | Initial IRS survey only | Full IRS verification and QMS check |
| Renewal trigger | Automatic expiry, no renewal | Annual surveillance audit |
| Risk level for buyers | Higher, QMS still unproven | Lower, operations already verified |
| Shown on the register as | “Certificate to be issued” or a fresh BS number | An active BS/ number with a multi-year expiry |
A supplier sitting on an interim stage is not disqualified, since new entrants have to start somewhere. It just means a buyer should ask more questions about sampling and documentation before the first stem.
What Is the Complete List of DGMA-Approved Bunker Suppliers in India?
Below is the full register as published, with every certificate number and expiry date cross-checked against today’s date so you can see which certificates are current, which have lapsed, and which are still at the interim stage.
A quick note on how the Company Address and Company Website columns were filled in. For large public companies and a handful of private suppliers, both fields were confirmed against the company’s own site or a company registry. For smaller private suppliers where a public address could not be independently confirmed, that field says so plainly rather than guessing. Websites are shown where the supplier’s own listed email uses a distinct company domain; a generic Gmail or Yahoo address means no public website was listed.

Mumbai and its nearby terminals (JNPT, Sewree, Ballard Estate) carry the heaviest concentration of registered suppliers on the list, followed by Kandla Port, Kochi, and the Gujarat coast around Sikka, Jamnagar, and Gandhidham. Visakhapatnam and Kakinada on the east coast also show up repeatedly, mostly through Indian Oil, Bharat Petroleum, and Hindustan Petroleum terminal registrations.
A useful pattern to notice: state-run oil marketing companies (Indian Oil, Bharat Petroleum, Hindustan Petroleum) hold separate registrations for each terminal they operate, not one blanket approval. That is why the same company name appears a dozen times across different ports in the register.

How Many Suppliers on the Register Currently Show a Lapsed Certificate?
Checking every expiry date in the register against today confirms that a meaningful share of listed suppliers, including entries under Reliance Industries, Bharat Petroleum, and a few private traders, show a certificate expiry date that has already passed. A handful more, like Raj Shipping Agencies, are due to lapse within days.
This is not unusual for a public register that gets updated periodically rather than in real time. It does mean a smart buyer treats the printed expiry date as a starting point, not the final word, and confirms current status directly with IRClass or the supplier before fixing a stem.
Can a Ship Owner Get Penalized for Using a Non-Approved Bunker Supplier?
Yes. A vessel that takes bunkers from an unregistered supplier risks detention by Flag State or Port State Control authorities under MARPOL Annex VI. DGMA has also withdrawn registration certificates from suppliers found violating the rules in the past, which shows enforcement is not just theoretical.
Beyond the regulatory risk, there is a commercial one. An unregistered supplier has not been through the IRS audit that checks storage tanks, sampling procedure, and documentation practice. That raises the odds of a quantity dispute or an off-spec fuel claim with no clean paper trail to fall back on.
How Often Is the DGMA Approved Bunker Supplier List Updated?
The Indian Register of Shipping publishes an updated version periodically, and it is dated at the top of each print run. Because new suppliers get added and existing certificates lapse or renew between publications, treat any downloaded copy, including this one, as a snapshot rather than a live feed. For a transaction that matters, a phone call or email to confirm current status takes a few minutes and removes the guesswork entirely.
What Should Ship Managers Check Before Finalizing a Bunker Supplier?
- Confirm the certificate number appears in the current published register, not just on the supplier’s own letterhead.
- Check the expiry date against today’s date, since a passed date does not always mean the certificate has been formally withdrawn, but it is a signal to ask questions.
- Ask whether the registration is interim or full-term, since interim suppliers are newer to the audited process.
- Verify the port or terminal listed matches where the delivery will actually happen.
- Request a sample Bunker Delivery Note format in advance so there are no surprises during the actual delivery.
- Cross-check the company’s GST and CIN details if the deal size warrants it.

Ship managers who are also vetting crewing or manning agencies as part of the same due diligence round often run the same “check before you deal” habit against the registered RPSL crewing agencies list, not just the bunker supplier register.
FAQs
What Is the DGMA Approved Bunker Supplier List?
The DGMA approved bunker supplier list is the government-recognized register naming every company cleared to supply marine fuel at Indian ports, along with each company’s certificate number and expiry date.
Who Issues Bunker Supplier Certificates in India?
DGMA issues the certificate, but the Indian Register of Shipping carries out the audit and recommends approval before DGMA signs off.
How Long Is a Bunker Supplier Registration Certificate Valid?
A full-term certificate runs for up to five years, provided the supplier passes its annual surveillance audit. An interim certificate is valid for up to six months while the supplier completes its quality system.
What Happens if I Bunker From an Unregistered Supplier?
The vessel risks detention by Flag State or Port State Control authorities, and the buyer loses the paper trail and quality assurance that come with a registered supplier’s audited process.
Can a Foreign-Flagged Ship Bunker From Any Supplier in India?
No. MARPOL Annex VI Regulation 18(7) applies to foreign-going vessels the same way it applies to Indian-flagged ones, so only a DGMA-registered supplier can legally deliver bunkers to either.
What Is a Bunker Delivery Note (BDN)?
A Bunker Delivery Note is the mandatory document a supplier issues for every delivery, recording fuel grade, quantity, and supplier identity, and it is the primary evidence in any later quality or quantity dispute.
How Can I Check if a Certificate Number Is Genuine?
Cross-check the certificate number against the current published register from the Indian Register of Shipping, and when the value of the deal justifies it, call the supplier or IRClass directly to confirm status.
Why Do Some Suppliers Show “Certificate to Be Issued” Instead of a Certificate Number?
That status means the supplier has applied and is somewhere in the audit pipeline but has not yet received its interim or full certificate, so treat that entry with extra caution until a certificate number appears.
Are LNG Bunker Suppliers on the Same List as Conventional Fuel Suppliers?
Not always. LNG bunkering runs on its own set of guidelines with separate documentation requirements under the IGF Code, even though DGMA and IRS play the same approval roles for both fuel types.
How Often Should I Recheck a Supplier’s Certificate Status?
Recheck before every new bunkering relationship and periodically for an existing one, since a certificate that was valid six months ago may have since lapsed or moved from interim to full-term status.
