The DGMA-approved bunker supplier list is the official register of companies cleared to supply marine fuel to ships at Indian ports. DGMA (Directorate General of Maritime Administration) issues the registration, but the Indian Register of Shipping carries out the audits behind it. Why Does DGMA Approve Bunker Suppliers in India?

MARPOL Annex VI Regulation 18 requires every bunker delivery to come with a bunker delivery. Note that records fuel quality and quantity. India backs that rule with a registration system. Only a company holding a valid DGMA bunker supplier certificate can legally supply marine fuel to foreign-going vessels calling at Indian ports.

This matters more than most shore-side paperwork because a ship caught receiving fuel from an unregistered supplier can face detention under Port State Control. That is a costly delay nobody wants, and it is the exact scenario this registration system exists to prevent.

The rule also protects buyers from short deliveries and fuel that fails ISO 8217 specifications. A registered supplier has already proven it can store, sample, and document fuel correctly. An unregistered one has proven nothing.

How Does a Bunker Supplier Get DGMA Approval?

A company cannot simply announce itself as a bunker supplier and start pumping fuel. The process runs through a defined chain of survey, recommendation, and certification.

  1. Apply to DGMA. The company submits proof of storage infrastructure, a fuel sampling arrangement, and a plan for issuing Bunker Delivery Notes.
  2. IRS conducts the interim audit. The Indian Register of Shipping surveys the supplier’s facilities and bunkering operation on the ground.
  3. Interim certificate is issued. A six-month interim registration lets the supplier demonstrate real bunkering operations while it finishes its quality management system.
  4. QMS gets implemented. The supplier rolls out an ISO 9001 quality system covering storage, blending, and delivery.
  5. IRS conducts the full verification survey. This checks the completed QMS against actual practice, not just paperwork.
  6. DGMA issues the full-term certificate. Once IRS recommends approval, DGMA grants a certificate valid for up to five years.
  7. Annual surveillance audits keep it valid. The certificate lapses if the supplier skips its yearly audit within three months of the anniversary date.
